POSITION PROFILE
Reporting to the Director, District Safety & Security (Chief of Police), plans and directs the activities of the District Police (serving as the - Assistant - Chief of Police) to ensure public safety for the college community, and is responsible for emergency preparedness procedures planning and training. This position also plans and directs the activities of parking management and is responsible for the collection of parking revenues to offset expenses.
The Director of Campus Safety & Security supervises the Special Events & Parking Coordinator, Police Support Services Coordinator, Community Service Officers, and casual positions. This position is responsible for developing department budgets for District Police, and determining the allocation of department approval; presenting budget proposals and obtaining all necessary approvals; developing department public safety procedures and prioritizing public safety issues; developing and implementing campus-wide crime prevention programs and on-campus emergency response and recovery plans; and selecting alarm systems equipment.
DUTIES AND RESPONSIBILITIES
Plan, direct, supervise, and evaluate public safety issues. Oversee the preparation of budget estimates, coordinate departmental recommendations for the purchase of equipment and supplies, issue a monthly report of parking activity and revenue, and produce an annual summary report. Supervise all traffic control and parking services, and coordinate special events parking. Oversee issuance of and the administrative review process for parking citations. Ensure adequate emergency preparedness planning and training; provide technical expertise in crime prevention equipment and campus alarm systems; and collaborate with Division Deans.
MINIMUM QUALIFICATIONS
- Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
- Bachelor’s degree in police science or related field. Experience in community policing and budget controls.
- Experience in community policing and budget controls.
- Four years experience as a peace officer, preferably with supervisory responsibility.
- Five years experience in law enforcement or security work, including at least three years in an increasingly responsible administrative capacity in a law enforcement or security agency.
PREFERRED QUALIFICATIONS
Current California POST certification.

DUTIES AND RESPONSIBILITIES
Under the direction of the Director, Safety and Security, provide police protection to the students, personnel, equipment and property of the District. Prevent entry and detain unauthorized persons on grounds or in buildings. Investigate situations and disturbances. Pursue and apprehend individuals discovered committing crimes or suspected of committing crimes against District personnel, students or property. Perform arrests and transport suspects to appropriate local law enforcement agencies. Ensure compliance with established laws, rules and procedures. Respond to suspicious activity, emergency situations, property damage and unlawful activity on District property. Respond to calls involving thefts, disturbances, vandalism and malicious mischief. Prepare investigative, crime, follow-up and incident reports relating to observed violations. Perform computerized investigation of car registration and various records. Provide security at school functions. Issue citations and control parking and safe movement of vehicles in parking areas. Inspect and monitor the security of doors, windows and gates. Detect and report fire and safety hazards. Respond to fire and burglar alarms. Interview victims, suspects and witnesses; gather and preserve evidence. Perform other functions including dispatching, fingerprinting, controlling traffic, providing first aid, lecturing classes, line-ups, and public relations. Provide information and respond to questions from students, staff and visitors. Rotate between day, swing and weekend shifts. Perform related duties as assigned.
MINIMUM QUALIFICATIONS

Public Safety Dispatcher - UC Merced

General Description

This position is the primary point of contact for the Merced campus and UC Merced properties for any emergency to life or property. Independently responsible for determining level of emergency response and coordinating police/fire/ambulance services. The Public Safety Dispatchers are expected to function autonomously but are under the general supervision of the Communications / Records Supervisor. The Dispatchers use independent judgment, frequently work under considerable pressure, caused by emergency conditions in the field and a variety of complex problem solving, which they are expected to analyze, prioritize quickly, and make decisions immediately. Public Safety Dispatchers may process, distribute, maintain police records and citations as well as code police reports for use in Uniform Crime Reporting, Clery reporting and UC Systemwide reporting as necessary.
Typical duties include, but are not limited to the use of a Computer Aided Dispatch (CAD) system, the E911 system, campus telephone system, integrated Telecommunications Device for the Deaf (TDD). Monitor campus fire alarm system. Restart E911 computer during failures and to call appropriate entity for emergency repairs. Respond, analyze various and complex police camera/alarm systems. Operate a Motorola (three channel) conventional radio system. Apply various laws that pertain to Federal Privacy Act, Public Records Act, penal code, civil code, vehicle code, DOJ policies regarding CLETS and maintain certain official law enforcement documents and records. Maintain confidentiality and discretion in dealing with controversial or potentially sensitive matters.
Qualifications:
- Ability to maintain excellent concentration, perform multiple tasks simultaneously while working with numerous interruptions and noise.
- Ability to work independently, use good judgment and quickly make complex decisions based on available information.
- Ability to communicate with diverse populations; exercise diplomacy and use good interviewing skills to elicit needed information.
- Ability to operate highly technical equipment.
- Candidates must be California Law Enforcement Telecommunications System (CLETS) certified, have the ability to read, interpret, and relay information obtained from CLETS to officers in the field in a concise logical format, and use the necessary radio code.
- Ability to use a computerized radio system by patching, alert acknowledgement and apply the FCC regulations with all transmissions.
- Thorough knowledge or ability to learn all aspects of the operation and procedures of Police, Fire Departments, campus emergency preparedness protocol as well as familiarity with Criminal and Civil Law, University Regulations, Vehicle Code and Municipal Ordinances.
- Current California Peace Officers and Standards and Training (POST) Entry Level Test score with a passing score of 70% or better. (OR) Six months experience in dispatching work involving the operation of radio communications equipment.
- We expect applicants to have excellent verbal and written skills, the ability to use computer devices, emergency responder radio systems, telephones, and alarm and security camera monitoring systems.
- Type at a speed of not less than 40 words per minute.
- If you are successful in the oral portion of the process, you will be required to present an official typing certificate that meets or exceeds 40 words per minute.
- Candidates must possess a valid California driver’s license and must have current U.S. Citizenship or permanent resident alien status and achieve citizenship within three years.
- Persons with felony convictions are ineligible.
- We prefer candidates who have completed at least 40 semester units or 60-quarter units of college, but at a minimum, applicants must possess a valid high school diploma or GED.
